For some reason it seems like this diocese fears the use of technology as a means to evangelize, communicate and dialog with other faithful Catholics. If this same narrow-minded mentality existed back in the 1960s, we would have never had a Second Vatican Council. Even the bishop is under the impression that bloggers are a bunch of "fragile" loose cannons. If it's because of a phobia of other viewpoints, maybe they should open their eyes, surf the web, find Catholic blogs in other dioceses' across the U.S. and world, then consider providing another means of community-cation for the Catholics of this diocese.
In this diocese, it falls on closed minds. The leadership in this diocese is more preoccupied with going through the motions of running a "spiritual"-beaurocracy than concerning itself with the souls of people. Even their attempts to make it what they do seem authentic have become beaurocratic. So why would you think they would embrace an idea like a Catholic Virginian blog?

Not implying that the diocesan folks are lacking in spirituality...
